And just another note, not ALL cases go to CBSA. Those which require security check by CBSA as per officer's determination go to CBSA...thanks for clarifying.
No, not every case goes to CBSA. Some cases satisfy the officer based on applicant history (i.e. a British citizen with no military history) barely needs any security check. On the other hand someone from Pakistan needs CBSA, CSIS, and the RCMP mission in Islamabad involved. This is why you see some cases finalize in 1 to 2 years and others in 3-4 years. CBSA wait time is 1 year now.
CBSA ATIP notes make clear if a person has had a history with them and there are cases which were never sent to CBSA.

Is it possible to request notes again when you have a request pending? It’s been three weeks and they’re not here yet, and since they will be a month out of date when they do show up I don’t know if this set will have any relevant updates.

CBSA wait time is 8-12 months on average now for Comprehensive security check. That is a term they use for those with military experience or otherwise. I think most cases get Comprehensive check now anyways. CSIS takes 3 months which is a process within CBSA check and CBSA and their other partners another 9 months. Recent cases of London LVO have all been taking 12 months. That is also the time that IRCC works by in terms of meeting their deadlines.

Yes, you can pay again and request again with no issues. They will only send you ONE email with the note. The email will say since you requested twice they have added all the info into one which means they simply discarded your first request and pulled the date based on data of the second ATIP request. You will still most likely receive it within 30 days anyway but it will be more updated and it might show data was pulled 7 days ago instead of 30 days ago.
Remember data gets pulled from computer, analyzed and blacked out for privacy and then sent to client. They are usually done with a week but they like to wait the 30 days before sending to you (because they can).
