You are correct that income requirements need to be maintained throughout. But at this stage, there is no way CIC can say that you do not meet the income requirements for 2019, no matter how much (or how less) you have made so far. There are still 8 months left in 2019.
Yes you are right. Hence I would still put in an application. I am not sure what IRCC does though when they find out the applicant cannot maintain the income requirements (bear in mind they keep increasing every year)

IMM0008 only one time as it include section for Principal applicant and Dependent. But there are other forms which need to be filled by every applicant included in Application.
IMM 0008 Form: Question 11: Date and place of your last entry to Canada.
When I select Country of residence of my Parents in Question 10; the question 11 grey out and doesn't let me put in detail of my parent's last entry to Canada which was last year.
Does anyone of you encountered this, what to do in this situation?
Hi, if it is the same employer from last 5-6 years. do I still need enter the same employer details with different year Jan to Dec with different gross salary. please confirm.
I split it up (same employer for last 5 years) just so that it lines up with the NOA for each year.
Though I know that for some it may not match (let's say they have multiple employers in any one year etc.).
There's no consistency in the replies people have give earlier on this.
This section is not for verifying the income requirement anyways, just for employer info in case they wish to contact them.

yes you have to fill out from Jan 2016- Dec 2016
Jan 2017-Dec 2017
Jan 2018- Dec 2018
Jan 2019- PRESENT = You can fill out current gross income till now from the most recent paystub
It's not surprising that just how many don't bother reading the official sources for how to fill out the forms, many ignore simple instructions for creating something useful to all of us.
Authority to disclose personal information
Declaration of applicant
Read all of the statements in all sections carefully.
You can fill out the form on your computer (recommended) or fill it out by hand.
If you are filling it out on the computer: print out the form and sign it with a handwritten signature, in the signature box. If you do not sign and date the form according to these instructions, it will not be accepted and will be returned to you.
If you are filling the form out by hand: in the signature section, sign your name with a handwritten signature and complete the date legibly. If you do not sign and date the form, it will not be accepted and will be returned to you.
To answer your question, it NEEDS to be HANDWRITTEN Signature.
