I've recently sent an email to CIC for an update. So they've replied saying...

Thank you for contacting Immigration, Refugees and Citizenship Canada (IRCC).

We verified the information you provided and are pleased to inform you that everything appears to be in order with the application for Quebec skilled worker.

Since it was received on September 7, 2017, it is still within regular processing times.

As per our current processing times, it may take up to 20 months to finalize the application. However, processing times indicated on our website are approximate, and can vary with each individual case.

Rest assured that you will be informed as soon as a decision is reached or if additional information is needed.

Contact them and find the cause. This happened to me also. I applied on april 2017 and waited for 8months for their response but it was in vain. I have to reapply again in jan 2018 and due to this my process is pushed back and i have been waiting for my ppr since feb 2016.

Have you got your UCI? If not, then I am not sure how you are trying to link your paper application. If yes, then there are two ways to check the status:

1. You can log in to CIC ECAS, punch in your UCI, DOB, Country of Birth, Last name and track status.
2. If I am not wrong you are trying to link your application through GC_key, which is a tedious process in itself. You will have to use multiple permutation and combinations to see which combination of your credentials are able to search your application in the database. Please bear in mind, use spellings exactly what is mentioned on your passport (especially spaces). I can guarantee that if you follow these steps, you will be definitely able to link your application in GCKey, unless you have appointed a representative to your file, which you will have to withdraw in order to have your GCKey linked to your application.

I have had study permits before so I assume UCI stays the same.

I dont have a representative and I’ve been trying to link my application through GC key with my name, date of birth, passport and etc since last November, and there was no luck.
Thanks for the insight on Ecas, I’ll definitely try tonight!

Will they issue a 5th line when they request medical?

Our application is due by May 2019 but i have the faith that we should get our PPR before then.

You will get medical request from IRCC. Once you have done the medicals it will be updated automatically on ECAS as Medicals RECEIVED and Medicals Passed on your GC Key.
