Junior analyst does the first check and recommend it met or recommended passed...Then officer checks and most of the time goes with with what the analyst has recommended..it is then it changes to passed
My understanding is that your eligibility is set to "met" after a case analyst thoroughly reviews your eligibility for the first time and is satisfied that your application meets the requirements of your stream. Your application may then be forwarded to a case processing officer (at the same or different VO) who will review your eligibility a second time, after which he/she shall promote it to "passed". The officer rarely diverges from the recommendation of the analyst, though there are some exceptions.

BTW , I've requested GCSM notes, but it's been 46 days since and still no notes. Raised a concern again through email with the tracking number.

I ordered mine but last week, I saw a guy that received with 31 days.... I don't know honestly, maybe raise an online form, but honestly, I am kinda tired to go after the Officers, I'll just wait, already getting my mind prepared for the full 180 days or even more.

Yup, raise a concern again.. last time it took two days for them to reply, saying that they put it on priority... it's been 15 days since, that's why I emailed them again... got the standard response email just now, waiting for the one saying that they are putting it on priority *again*

@legalfalcon can probably speak more on delays. I got mine in 30-31 days both times. I believe delays can happen if they have to redact sensitive information.

Which is never a good sign... My application is pretty standard, I just have a lot of travel history in the past 10 years...
Anyway... playing the waiting game...chasing after them

What was the ADR for? What do you suspect to be the reason for the "review required"? (You might have talked about it here before but I can't remember, and there are no details in your signature.)
