Medical can be done upfront after submission of your application before CIC request but the issue is validity is just 12mths and may expire before your application process is finalized. You cant have your medicals done upfront. When you are due for Medicals IRCC will send you a form containing your name , DOB, IME/UCI/UMI number and that of your dependants if you have any. This form you must take along with you to the prescribed Panel Physician.
