Called IRCC again a week ago ( 8th March). It had the same status as it was when I called on 13th Feb.
VO: Ottawa
Medical: Passed
Eligibility: MET
Criminality: Not started
Security: Not started
I asked if there is anything missing or there is any delay in processing. Agent kindly told me that application is within the stipulated timeline and nothing is missing. Also, she mentioned that there are positive signs for your file and you may hear something within a month or so ( I don't know what I should interpret regarding the last 2 statements made by her).

Haha, I would love to be on another vacation! This is my status as of 10 days ago. If my application is, indeed, processed at Ottawa it could mean a relatively "faster" PPR, though we can't be sure it won't move to another processing center or to the dreaded New Delhi VO.
I've been reading that eligibility "met" and "recommended passed" are de facto the same. At this stage, another agent - most likely at another VO - needs to review your eligibility for a second and final time before marking it "passed".

oh Okay. Im quite worried about mine. I found out after submitting my application that one of my degrees was too big to be scanned properly, so the dean's signature was cropped out. Hope they don't reject the application for such a small reason.. Lets see.. have been worrying about it since filed my application :S.

I also believe it’s similar and pending final review. In my case I’m at IP2 since AOR; false IP2 as you call it and I’ve not seen a single ghost update except for medical pass and biometrics.

For one, this post distinguishes between R10 and eligibility met/recommended passed as two separate things.
The first agent I spoke with in February confirmed that my eligibility had been "met" at CIO-Sydney, and the second agent confirmed this to be true when I called them 10 days ago, saying that it had gone from being "met" to being "in process" again at Ottawa, signifying the second and final review of my eligibility. Other than that, I have nothing.

Sadly I have no update to share with you. My specialist hasn’t even yet prepared my report. I don’t know what the devil is he doing with my file for the last fifteen days. Only God knows when will he prepare my report and send it to eMedical!

It’s been so long since I paid my rprf fee on jan 29. 2019. Still nothing is moved but I know that file was transfer to ndvo on 15 Feb 2019. Still no movement. Anyone in same boat how ndvo work.

R10 and Criminality was checked by Program Assistant at CIO Sydney and entered "R10 OK Recommendation: Pass Criminality" on 31/1/2019 (this is the date I received MEP)
R10 and Criminality was reviewed by Case Processing Agent at CIO Sydney and entered "POLICE CERTIFICATES R10 OK; no concerns evident. Criminality Decision Passed" on 26/2/2019
Eligibility was checked by Case Processing Agent at CIO Sydney. He/she reviewed all documents in detail and entered eligibility as Met on 26/2/2019 (this is the date I received ghost update)
