I am late joiner of this thread. I submitted my application on Jan 11th, 2019 and received the AOR the same day. But, since then there has been dead silence, I have not received any communication and neither has anything changed in my profile. Is anyone else in the same boat as me?

All of these are speculation. IRCC did not at any time publicly state that EE applications for PR goes through these steps. In fact, recently the trend with IRCC is to go against them beacuse they are consistently evolving their practice and are shifting the work through various offices at various levels. Many applicants can have their entire eAPR accessed by LVO and not even CPC or CIO and others can go through that process. It's just a matter of workload management , desire to stay unpredictable and of course maintain the integrity of their process.
To be honest, I wouldn't worry too much about all these fictitious stages and just keep checking your inbox for any updates.
P.S. I got the same status message about BG as you. Not sure if it's actually what is happening with that regard but it could be that your application haven't been opened yet by a visa officer and it shall be updated after it is.

A Dec 31st applicant has passed medicals.
Which means that 2019 January first week AORs will begin processing.
All the best guys!
Hope the process speeds up this year.
Hi,
Just passed my medical exam today and they now require biometrics which I will complete tomorrow morning. Do you know how long it takes to process biometrics and what are the next steps?
Thanks for the info! passed my medicals today! they have requested biometrics now which I will complete tomorrow morning. How long from now should I expect the request of PPR? Thanks again
