I am thinking more on the lines of #2. If you send an email to Ottawa you would usually receive a response that the file is in a different VO. Receiving this as a response to CSE is pretty normal.

People from world over would be primarily raising a CSE not writing mails.

Also, Ottawa is a CPC, centralized so any communication coming from them should not be taken as a surprise.
