Got my oath done today now waiting to get passport. They said wait till Wednesday but reading posts here that you can apply when ecas status shows complete?

only 4 days away from completing 1 year since I submitted my application and not even a test invite yet. Have been pretty patient but I think my patience is running thin now.
Does anyone from Winnipeg know which series of "Application Number" got scheduled for oath ceremony?

Try contacting your local MP - maybe the MP's office can get you some update / status of your application.
Plus, you can ask them about your application through webform - they usually speed up the process if 12 months have already passed or if it is near 12 month completion.
Did they ask for fingerprints yet ? Because when they ask for fingerprints, the next step is test invite (- at least that's how my application got processed).
