Point! My observation is that many a times people are told that security hasn't started but very next day it is completed and to my understanding completing security check in a day doesn't seem practical.
CIC may not be willing to disclose cause it's a critical information with multiple agencies involved.
Drawing an inference from this I feel that it could be a status updating issue and we actually do not know with certainty who is it pending with. There is a good possibility that security would have started but since it is tagged as not started, everyone is told so.
I think there will be no activity anywhere till progress bar release CIC is trying to provide lot of hype by holding everyone for this change and I dont have any hopes on it but will appreciate it if PPRs come after the change

What you are saying is possible but I think "security takes a lot of time" I feel is also an urban myth. Yes sure for certain candidates. But in most cases I think it is a matter of 1-2 days.

What country are you currently resident in? You might need to submit your passport at the CO in that country.
Keep trying to call CIC. Use your Canadian number, that guarantees a shorter wait time.

That is exactly my point which I was talking to vanshaj about. Even if there is an exchange of some paperwork between two govt. agencies, it's is surely going to take 2 days to finish it each leg. Additional 2 day to verify if the papers changing hand are complete. So a simple exchange would take 4 days on its own. Anyways. As long as people here are happy and content it's all good so cheers for all.
