Mine is also in Winnipeg. Have been waiting for the Security check to be completed for over 2 months. my background check started from July 5th, but nothing afterwards.

Just finished calling IRCC, it took me 4 times and alomst 1.5 hours to get through.

The agent answered the call said security was done by another agency and it is out of IRCC's control, I think it is common for everyone, or is it?

Not yet. You're still good at this point. Security check may take time. You never know when it will get completed. Be patient

You are almost there, dont get disappointed. You can wait few more days and you will receive your ppr. If not, you can try ordering gcms notes and check what has caused your application getting stucked.
