I had uploaded my profile with CRS score of 410 and it was accepted by IRCC on 04 Aug 18. But I got a message in my mail box on 20 Aug 18 that my profile has been reviewed and found ineligible for Express Entry, though profiles with lesser score are still in the pool. Possible reason could be that I had earlier created a profile without ECA of my education and it was summarily rejected. But, due to due to some misunderstanding and igonarance, I failed to mention this fact when I created my profile a second time. Can I make an appeal for revival of my profile for Express Entry?

I did that. Created another profile with valid ECA and IELTS details. But got the same message - Ineligible. In fact my earlier profile too had all the details.
I applied for express entry and immediately received a message stating that i dont qualify which was quite shocking. Is this automated message a temporary one till the time my application gets reviewed or it is to be considered as the ultimate rejection.

Based on the above details you are satisfying the FSW criteria. I am not sure about your ECA report as points are based on that. Check your working hours too.
The diploma in civil engineering generally compares to the completion of a post-secondary diploma with a focus on civil engineering technology.
The bachelor's degree generally compares to the completion of a three-year bachelor of arts degree with a focus on english literature, history and public administration
