Has anyone recently checked the application processing times tool on the canada.ca website?
It now says applications are processed in 12 months and
This processing time
includes:
- the time you need to give your biometrics
- the assessment of the sponsor and the person being sponsored
- the time we need to make sure you meet eligibility requirements
So background checks are no longer included in this time frame ?
Also it says starting december 31, 2018 biometrics will be mandatory for most cases or all cases .
Please, see this for biometrics ..
You need to give your biometrics
You now need to give your fingerprints and photo (biometrics) when you apply for a visitor visa, study or work permit, or permanent residence if you are from
Europe, Middle East and Africa.
Find out
who needs to give biometrics.

Isn't the background check a part of the eligibility requirements? I'm not sure myself...maybe someone more informed can let us know

No the background check is different from the eligibility requirements. Background check/security check is a whole different process of its own
