21 months on jully 21ts they requested me a settlement plan last May 14 that I provided day after till then no update

This is uncommon waiting time period for an Inland Applicant.... Do you know the reason behind this delay / or may be any specific situation you have ?

On November 07, 2017, they asked me to submit an updated form of background declaration (3 questions were not answered in my application), Once I submitted the doc, on NOV 18, 2017 I got the Pre-arrival service msg. Since then nothing but waiting. I've asked for SS update they told me its in process. This month I've asked for both GCMS and SS update. I will see whats the status now!. I am tired of waiting
You mean once i land in Canada, I may get PR card at any time and it may take one two or three months?
what is the average duration of getting PR card?

i got an email saying to register with canadian immigration services etc...i have still got the medicals to do prior to ppr which i know will take some time

hello..app filed 03 nov 2015, AOR Feb 2016, CSQ Aug 2017, ROPRF May 2018, Med req July 2018 and got pre arrival email
I got my medical exam form July 13, 2018 as well as a pre-arrrival service email.

Have u paid ur PR fees? If yes, was it after or before ur medical status has changed?
We paid before. The request for payment came together with the medical request.

Hello, I am not sure 100% but I think they are two different things. And SS is the last step of the PR application (so far I've learned from this forum).
