Does applying online takes longer than applying through paper? I applied online on May 12 and it says eta is 4weeks but the application is still in progress. The only email I got was the confirmation email

I am applying for my study permit and my common law partner’s open work permit. eta says study permit takes 4 weeks and open work permit takes 3 weeks
