I sincerely thank all the senior and expert members who guided me on this. Especially the tough time went through during my Dad's demise (He was the primary applicant). Rossie guided me to submit new IMM008 and Sponsor agreement form for my mother to change as primary applicant.

June 30th, 2016 - Sponsorship Approved and File transferred to NewDelhi VO (Regular mail)
Dad Passed away suddenly (Primary Applicant)
August 2, 2016 - Email received saying File is transferred to CPC-Ottawa
February 13, 2017 - Medical and PCC request
Consulted with experts here and completed medical and pcc here in Toronto (My mom is with me on Super visa)
February 27, 2017 - Submitted PCC and Medical for my mom
February 27, 2017 - RPRF paid for my mom
March 1, 2017 - Submitted my Dad's death certificate and request letter to make my Mom as primary applicant
March 27, 2017 - CIC sent another communication and acknowledged the submission and asked IMM008 and new agreement forms
April 1 , 2017 - New IMM008 is submitted
April 5, 2017 - ecas changed as application received for my Mom
Nov 10, 2017 - Asked case notes and learnt a new file number created and new application created for my mom
May 14, 2018 - Second medical request
May 18, 2018 - Completed medical
May 31, 2018 - updated in ecas as medical results recieved
June 11, 2018 - ecas status changed to Decision Made
June 12, 2018 - Passport Request email came asking to submit passport to Ottawa
I sent the PCC RPRF, passport scanned copies and IMM5562 to CPC-CTD-Ottawa@cic.gc.ca all scanned copies
No PPR yet. When i check my application status it doesn’t say Medical received. I am unable to link my application to GCC key. Called the call centre and they were also unable to link my app.
They are saying that they have received my mothers medicals but not my dad’s medical. Medical was done on May 21st. My dad had to go for re- medical with the specialist which was done on May 25th.
Anyone please help what to do now. How can I link my paper app so i can see the status on My CIC

acceptance - Feb 2016
Mom came to Canada on super visa - Jan 2017
Address changed - Jan 2017 STILL file transferred to Delhi - April 2017
PCC, PR fee, travel form request - Dec 2017
Both PCC (Canada and India), PR fee, travel form submitted - Feb 2018
After this no response, no update on application tracking tool.
Email sent for inquiry to Delhi in May-2018 after 3 months of document submission, STILL NO RESPONSE
Can anyone suggest what are my option and what should I do to inquire??

Does anyone know after the passport is sent on an average within how many days they send it back. Again this is in relation to the already booked travel plans for my to make sure we don't have conflicts.
We got the passports back in less than one week. They were received in Ottawa on Wednesday, then on Friday I got an update in MyCIC with the numbers of visas, and on Monday the passports were in our mailbox. We live pretty close to Ottawa (5 hours drive)....

Thank you for the input. My parents are outside Canada, so I think the post could take close to 10 business days i think but looks like visa stamping itself was close to 3 business days at best.
Hello everyone, here's the update on my timeline. It has been more than a year since the last update (spring 2017).
On May 8th we received a request that both of my parents had to undergo second regular medical tests (it was the around the time the results from the first medical tests were about to expire). Alas, I only noticed that email on June 4th (4 days before the recommended deadline), yet lucky for me both of my parents managed were in town and were able to get their medicals done within a week. I notified the visa office (still Warsaw) of the delay, I received no reply to this email, only the automatically generated reply.
However, on June 13th I received another email to submit the final documentation to finalize my parents' permanent residency. Online status of my parents' PR application was changed to 'Decision Made'.
Please update the 2016 stats on the tracker - I will post another update when this has been finalized.

Yes and Yes.
The PPR you receive will have instructions on how and where to send the passports. It will also ask you to send a return envelope. It will actually tell you which size envelope to buy from Canadapost.
They give you 30 days to submit the passports. They ask you to submit the passports at the LVO( Delhi in my case) but they also have a section that tells you that you can submit to Ottawa - if you are in Canada and will remain in Canada for 3 months.
I submitted to Ottawa as my parents are here on a visit.
My LVO is Mexico. I was asked to send the passport within 15 days after receiving the request. Take in account that the times and request might vary by LVO or case. Into the letter explains , if your parent are living outside Canada and currently there, you will have to mail the passport to the Local Office they asssigned to you (your LVO usually). But if your parents are already into Canada ( as visitor or temporal resident) , and staying the future three months in Canada, you have to mail the passport to Ottawa. They will send you a letter explaining all the details, don't be worried.
My mom is already in Canada under Super Visa, We had the request of the passport on May 22nd. They gave us 15 days to receive the passport. My mom's passport was received on May 24th in Ottawa. Today June 14th, I am receiving back my mom's passport with the PR stamp.

You need to follow the instructions in the "Ready for Visa" letter. If the instructions don't mention how to get visa in Canada, you need to email to your visa office and explain that people are now in Canada and please provide instructions. You can also mention in that letter that you live in BC, then maybe the instructions will be for Vancouver. We live in Ontario, and we were instructed to send passports to Ottawa. My personal guess: you will have to mail passports to Ottawa as well. But it does not hurt to ask.....
CPC ottawa asked for my indian passport that was expired in 2015. but when i try to upload that i cant select expiry data in 2015, expiry date must be greater than today,
and after uploading the document , do i need to electronically sign and submit it? or just upload is fine ?
