how did you come across this idea that the application numbers are relevant to the order in which PPRs are given out? Is there evidence to support that?

Unfortunately, no evidence so far. The reason i ask is trying to find their relationships. If we know more file numbers for those who receive ppr, maybe we can find it out. Maybe...
