We are PR since 2016, but only My wife will move to canada,, can she sponsor my child “her step child”, while i am still outside canada?? The child was added in the application as a “ non accompanying dependent.

No, not unless she's gone through the legal process to adopt him. Else you must sponsor your own child. And you can only do this if you are living inside Canada.

Also you need to be meeting the Residency Obligation. If you landed in 2015 but moved outside Canada, seems like this could be an issue.

I assumed that when its mentioned that you could sponsor spouse and dependent child it means it’s possible to sponsor step child directly. Also its mentioned in the PR confirmation of landing of the wife as her dependents “ non accompanying child “
The wife was the principal applicant

Do you mean the 730 days? Not yet i am planning to move next year to catch the last two years.. so shall I apply for sponsor as soon i move next year in the beginning of my two years
