I think it is case-by-case, mine still says "We are reviewing the additional documents you provided.", but I got my PPR last week.

Wow, that’s a good news. So your case proved that no need to worry about the online status and wait for the PPR

My wife applied BC PNP and it’s approved. Then we submitted our case for paper based PR. CIC send us confirmation latter and said that they received our file 2017/10/20 and they started processing of our case February 9th 2018. But until now there is no news yet. Online account just showing ( processing ) My question is that normal to wait like no news? Should I call them?

Yes you can. I have seen few cases like that where PPR is issued but the status shows still under review

If it's a paper based application, it's normal as the processing time is 18 months. Expect something after 6 months of AOR as most of the cases have heard back after 6 months.
