I got the same as when I was in NA2. Now I'm in Feb 27 IP2 and got the response below:

Any idea why is it still blank?

YES, you can order them and you can even order full case file with documents as well. However, there is a timeline within which you should order them. Unfortunately, I can't recall that time period. You can search it in IRCC website.

I have a confusion which I hope someone can help clear.

I received two emails from my visa officer (EXP) and am not sure if I am now in Security Screening based on the wording used in the the 1st March email.

I had sent a CSE and an email inquiring about my application status and received a response for my email on 12th Feb and CSE response on 1st March

1st email from LVO - 12 Feb 2018

Your application is currently undergoing background checks at this stage. Please be advised that there are various checks that a file may need to undergo during the application process. Unfortunately, we are unable to advise when these checks will be completed. However, please rest assured we will contact you if/when further information is required.

2nd email from LVO - 1 March 2018

We confirm background checks are still currently in process for your application. Please be advised that there are various checks that a file may need to undergo during the applicationprocess. Unfortunately, we are unable to advise when these checks will be completed. We will contact you again as soon as we are able to, however, you should note this is unlikely to be for quite some time yet.

And my CIC account shows the following:

Application status We are processing your application. We will send you a message when there is an update or if we need more information from you.
Review of eligibility We are reviewing whether you meet the eligibility requirements.
Review of medical results You passed the medical exam.
Review of additional documents We do not need additional documents.
Interview You do not need an interview. We will send you a message if this changes.
Biometrics We do not need your fingerprints. We will send you a message if this changes.
Background check We are processing your background check. We will send you a message if we need more information.
Final decision Your application is in progress. We will send you a message once the final decision has been made.

And now I am confused, does the BG check has been finished? or in Process? What does final review mean?
Is there any good sign or news from the above.

What is the expected time for PPR based on the above as I am 05-Sep-2017 AOR and IP2 since 27-Feb-2018.

Your help is always appreciated. Knowing that the above status is after the CIC updated held today.
