well they also put this at the end of the statement "The OINP is managing the volume of applications to the HCP stream at this time. The OINP will be issuing NOIs on a regular basis to applicants, who at minimum, have a CRS of 400 and meet all eligibility criteria." so theres hope.
@abhishek_89 .. Seems like OINP has made your prediction work lot easier.. ... It will definitely be 447 and above in tomorrow's draw (or even future 2-3 draws), tempting candidates to accept OINP NOI..!!
You are correct it is not mentioned anywhere but we just think that these people will obviously get direct ITA. Going through PNP is the longer route for them to get ITA and with extra cost.
It seems that CIC may not let the score go down as it will put pressure on people to go through PnP route and spend extra bucks. Let's see if CIC and PnP are co-related. If the cut-off is 440 (+/- 2) then it means OINP will revise their methodology and may start issuing NOIs to low scorers.
But getting closer to 400 - 420 seems to be a long shot now.

It appears first draw is done but when is the next one happening? Next week? The following month? And just like ITA who knows what will be the next criteria? Pick the same CRS score from 2017 or lower the CRS and pick again from 2018 profiles? It's becoming unpredictable!
