I am just wondering if the pre arrival letter comes after the final decision has been made or before it? Mycic shows bgc in process but no decision made on ecas as of yet. Received pre arrival letter on 21 Dec.

is there a reason they gave you for returning the app?

there is no zip file, always get the latest forms direct from CIC website. some forms get updated often. http://www.cic.gc.ca/english/information/applications/spouse.asp

When did you apply? I also received my pre arrival letter on 21st dec and since then no news. I applied on march 09 2017

Pre-arrival letter usually comes before the final decision and after they start checking your background. Once the back ground check is done, they send you the PPR and your ECAS status changes to "Decision Made".
