I don't think so this could be the real reason. I am seeing PA callied for an interview even he or she got married first time. Why they are calling first time marriage cases as well for an interview.? beside this, there are so many examples / cases, where first time marriage PA landed to Canada...and run away with someone else..even same day of their landing from airport OR after few days / weeks.
Not every second marriage case is called for an interview, but in general, second marriage cases tend to have more points of contention (more documents needed, heavier burden to prove genuineness of relationship, more scrutiny upon intention of both parties and cultural contexts, more complex analysis of relationship history).
Why are people being punished for applying before Dec. 7th, 2016 (rule changing date)
Everyone deserves to be with their spouses and 12 months should be more than enough time to process ANY application. So unfair for 2016 applicants

I thought this dharna would have minimal effect on COPR processing, but I realized it probably stops some people from getting to work. Where my hubby lives, the major roads leaving his house are blocked. Even if he had his visa, he wouldn't be able to make it to the airport right now .
