Besed on my govt job experience, I would say CIC works based on FIFO, work is distributed among agents according to some "criteria" that we don't know. Then it all depends on the agent who works on your file (if lazy expect little more delays), keeping in mind that in govt there are more holidays, more sick days (unionize environment, you cant do anything), family time, medical appointment time and December may bring more delays (lot of people going on holiday).
December-March can also speed up things if the overtime money kicks in. ( from unused budget, vacancy savings etc.).
I hope this will help to understand why things are different for the same group of people. (people applied at the same time, some received AOR, some still waiting etc).
I think it is probably like supermarket checkout line - we can get in line early , but if our line happens to be the one with a slow cashier, then people who arrive later but pick a different line could end up finishing earlier
I received AOR for myself at 11.15 am Today but I’m still waiting to get for the second applicant as we apply together in one package and one payment I think we should get AOR together.
Any suggestions?
You name is in October's list, did you get your application returned back for some reason? if yes could you please let me know how long it took to return back from CIC?

As promised I called CIC to day to Enquire why Our applications are not processed by CIC for AOR. They told me currently CIC is processing October 12 Applications and after this they will review October 13 applications. He says currently our applications are in que and they have not opened it.I know CIC response is wrong as currently some October 19 and above applications have received AORs. but this is what they told me. So if you have time it is better to call and Enquire about your applications, you may get similar answer but at least this issue will come in to CIC notice.

I am wondering if anybody else had similar dilemma while filling the "How to calculate physical presence form - CIT 0407E".
1- if number in box F is more than 1095, you are eligible to apply. Shouldn't this be box G? Box F is number of days spent outside Canada.
2. if your calculation in Box J is more than 365, the only enter 365 days of credit. Shouldn't this be box K? Box K is TR or PP credit.
any help would be appreciated to clear this confusion.
