Everybody in the pool with CRS 440 and above get ITA guaranteed. Only those on CRS 439 need to check if their profile was submitted before/after the cut off date/time (Oct 19).
Wasn't really expecting a draw anymore today, but waiting happily for my ITA mail now since I'm sitting at 456. After the near miss last week, it feels good
It seems 2800 is the optimum number they have derived based on application processing timeline in order to avoid piling up of backlogs. Doing that would also have an additional benefit in that the draw would pick the cream later of the pool while not bringing the cut off down drastically.
Not to sound pessimistic here but I don't see any other reason for not increasing the number of ITAs.
Number of ITAs issued is determined by the PR targets that CIC has each year. They are not increasing the ITA counts as with the current number of invites they are able to meet the PR targets.
In case, they are not meeting the targets with 2800 ITA draws down the line, then they will increase the number of ITAs issued.

But there is a discrepancy here. How did the person with 423 not get an ITA but the one with 422 did, if the tie breaker rule applies only to the lowest cut off score? Thanks!
