I called cic to ask the exact same thing, she said it would be more better and she strongly suggested to come back to canada and submit the passport. Just cuz you are an inland applicant, they do not want any confusions.. It might result in rejection cuz your address will be am Indian address and not Canadian. So she suggested me that one should come back inside Canada before submitting the passport. Hope this helps.

This is just insane!! Today my friend got a PPR. He had his PNPPR application in process since May 2016. He got an ITA for express entry in July of this year and his whole process for EE is complete in 4 MONTHS. Feeling very sad...

Hi, there i nothing wrong or confusing if you are an inland applicant and you submit your passport in India for permanent resident visa. When you will get the request, the letter will itself mention that incase you cannot submit your passport in Canada you can write CIC and email and tell them where you are not in Canada (on holiday) and to which visa office you can submit your passport. I can say this with full confidence since many of users on this forum and friends have used it. CIC is a government body and has its own rules and policies, they work according to it and whatever I have mentioned above is not an exception but a rule. So don't worry and enjoy your trip to your motherland! Hope this helps
