You can submit the 10th marksheet and voter ID provided you have a birth certificate and it is registered late. Not when it is missing. Did you write an explanation letter as in why you cannot proceed. They may have rejected this as Indian government has made the issuance of birth certificate online.
I see that your spouse is from Punjab. Here is the link to apply for birth certificate:

As her newly issued birth certificate will be registered late, she will have to include either the original baptism certificate and other original documents establishing identity such as:
- Old school records (Fifth class, Middle standard and Matriculation/secondary school certificate), and
- Voter's ID card.

As per CIC, the definition of family is the applicant and his/her children from a previous marriage/relationships if any or children of the sponsor and applicant, not parents or siblings.
