I am not surprised because it appears that after PM trudeau made changes to the application process effective Dec 7, 2016, they effectively made two commitments. One commitment is for those that applied before Dec 7, 2016 (est 17 months as it shows) and those that applied with the new process after Dec 7, 2016 (est 12 months as it shows).
This means that there are two queues. While this is frustrating for those of us that applied long before Dec 7, 2016, there is nothing we can do about it. It's a decision they made.
While this is true, the wording in the CIC statement says they are "committed" to processing those who applied before December 7, 2016 by the end of December 2017. And they "aim" to process those who applied after December 7, 2016 within 12 months. I don't believe there really is two separate cues, it's still by month. They just have to get through the backlog of before December 2016 cases by this December and then they can aim to process those who applied after within 12 months. I tell you, based on my research, there are two separate queues. Its unfortunate but true. Think about it. If they have not even completed August 2016 applicants, and August is almost over, how will AVO be able to fulfil the commitment to complete January 2017 applicants by December 2017 if there are not two distinct queues?

I think you are asking valid questions and the only reasonable answer is that for new applications (after Dec 7, 2016), they are either being handled by other locations such as the UK, or Lagos or somewhere else that we do not know. The requirements and the application workflow is slightly different from those of us that applied before Dec 7, 2016 and so it may be done somewhere else. I just dont know really
Question for everyone (or those who are Before December 2016 applicants), when people have been getting police check requests after their medical, are they given only 10 days to submit that with their passport and forms? Or is it asked for separately from passport request. I guess that's a question for @ClassicD, @ooao and @tender. I'm just wondering if I should get my husband to go and do his police check now instead of waiting for them to ask, since it is valid for 6 months. The one we submitted with our application would have expired in November last year. It's just Accra is at least a days travel away so it would save us time if we did it before. Thoughts?
if the only police clearance you need to do is just for Ghana I will advise you do it before they ask to save time. but also remember that they might not ask you to summit it again, it all depends on your case officer. if it will not cost you much to do it, go ahead and keep it for them.
wait a minute! you don't need a bank account. you can create an account with just your email address and file number etc. then you choose a password. just remember that you must include the sponsor in the count of number of people on the application (i.e, if you are only sponsoring a spouse and no other dependants, you put 2)
In Accra visa office or from another visa office? Because I see no reason why they will issue visa to a person who just applied this year leaving 2016 applicants unattended to. Please reconfirm if that was spousal application and if it's from Accra office.
Application received by CIC Feb 1. Online it says they started processing mid-June, asked for medical mid-July (submitted and passed within a few days) and then since then online account says they are reviewing eligibility and background checks.
