Would I get AOR number without Indian police clearance certificate? I can submit it later once I get it.

Depend on their mood. They can send back your whole packet after few months. I you will apply without PCC. This will be delayed by 3-4 months. It would be nice that you apply with PCC.
The process is as usual. Notifiacations receive through email/mail/GCKey etc. The average processing time is 16 months on average according to cic's website.

A few days ago I sent to CPC-CTD-Ottawa@cic.gc.ca and got this reply. I am confused. Is my application going to be transferred to a local visa office??

this response is because you sent an email or a a request to Ottawa office. Ottawa office considers your application once your medical gets processed. Since you have bot done your medical, it has not been transffered to Ottawa yet.
Please i have had an update on my GCKEY for about a week now where Review of additional documents Changed from We do not need additional documents to We need more documents to continue processing your application. We will send you a message with more details.

U can submit the application without PCC, but its always better to apply with PCC otherwise it will delay the process.
With BLS, you will receive PCC in one week time; they will say it will take 4 weeks, but u will get it in one week.

I am also from India and I have applied my application from Ontario under OINP (company sponsored). In which office my application will go and how much time it will take for me get AOR and MR.
