And also can we proceed for EE without withdrawing this paper application. I mean to run both applications side by side.

Yes you can have them running simultaneously. When one is approved, CIC will withdraw the other application. So it can be done. And VO is Visa office.

Finally Decision Made on Ecas. Just now changed as I checked today afternoon and was In Process.

Please don't forget PNP has more flexibility when it come to the rules, so you might just be worth sticking it out. For example when the immigration officer reviews your case and see something they do not 100% approve of you have more chance of them letting it slide compared to CIC or FSW program.

I agree with you. It seems that the PNP stream has more power, for instance, It enables you to apply for an open work permit for your spouse/common-law partner of a Provincial Nominee. this the only stream can offer that.
I have applied work extension to my wife WP and now we are waiting.
