My NOC is 2173 - Software engineers and designers.

It is in the SINP Occupations list and regulated NOC. But easygoing and short time license process.
2173 Software engineers and designers Canadian Association of Information Technology Professionals (CIPS) 6-8 weeks
2175 Web designers and developer Canadian Association of Information Technology Professionals (CIPS) 6-8 weeks

Means these NOCs get license for 2 months.

I also have a band score of 4.5 on Reading. 5.5 is my average. If I get invited to apply, do I need CLB7?

There is no need to have Labour Market connections or Relatives. (If so, it will be very beneficial). Score a minimum of 60 points out of 100 on the SINP point assessment grid. Check it first.
Yes. Min. requirement for OID is CLB4 means in IELTS------ L-4.5, R-3.5, W-4, S-4.
No, CLB7 requirement for EE.

Thanks Ashu.....Saskatchewan OID category is still open??? Is there any time limit for applying in this category or there is no limit....every month it will be open???

It is closed now. Generally opens with 500-600 seats. Fills in just 2-3 hours. There is only time to press submit. Keep the whole preparation in advance. Until December, it will open almost every month. In January, it opens every year.

So you mean create profile in Saskatchewan OID and submit all documents??? I mean upload all docs like birth certificate, bank statement etc.
