Thanks for sharing your experience having the open work permit. Actually I'm in similar situation and also applying for research associate position like you. When I did answer the questions in the CIC exactly like you did, I got the same message that I'm eligible for open work permit for 1 year. But when I called the CIC and clearly ask them about that, they said If you Quebec selected worker (QSW), and you have the CSQ and even you have your medical exam with IRCC, after all you are not eligible to have open work permit in Quebec under any circumstance. Did you receive the work permit in hand?? He said you can apply for job because your are LMIA exempted ONLY and you will have it as restricted work permit not open.
Or you think there is a different between the open work permit you have and between the Bridge open work permit (BOWP) that you can have it while waiting for final discussion.

Can you explain a little bit on this? You mean you're not eligible to have a open WP in Quebec even if you've already had your CSQ and current Job offer, and your application for Permanent Residence is In Progress ?!!

As far as I know, if you do not have a job offer from a company in Quebec, the only possible option in order to legally remain in Canada is "Visitor visa". Unlike Ontario, Quebec does not have any option for open work permit or bridge work permit. Unless you have a job offer, so that you can directly apply for work permit (no need to show LMIA, since you have a valid CSQ). I have been on visitor status since Jan 1, 2017 and have applied for visitor status extension recently due to the delay on my PR application.

According to the CIC agency and the CIC website, CSQ holders whose PR still in process and even you made the medical check, they are not eligible for Open Work permit. ONLY restricted work permit can be issued for them for specific employer, he said also revise the CIC if you think there is mistake. Also he said that the only way to stay in Canada if you want to extend your stay in Canada while waiting for your PR final decision WITHOUT WORK is visitor visa which is usually given as 6 months at a time.

Yes @Amir-IR , we are in same boat, even my case is more complex, I applied for extension for restricted work permit on May 30, 2017 and (for three months only) and the employer refused to let me work unless I have the physical work permit in my hand, NOW 70 days passed and yet I didnt receive my permit. Yes, I will be officially not working from Aug 31, 2017, since my employer didnt offer me anything yet after Aug 31, 2017. The agency also confirmed that the 6 months is the max for visitor and fortunately it will be enough till I get my PR.
When I called CIC today, he said we cant push your application and we cant force your employer to accept that I start the work since I'm in implied status. Then he mentioned that CSQ holders are not legible for any open work permit while waiting for final decision. ONLY restricted WP if they have offer from employer.
And by the way, I know a colleague who is Concordia University graduated and hold CSQ, he was not working, and when his PGOWP expired while waiting for PR decision, he had to change his visa as well as the entire family to visitor visa.

How long have you been waiting after your submission of PR application to the Federal CIC?? If 13 months have passed, then I believe you can call CIC to push a little bit for higher priority in terms of processing time for your application.
Btw, your employer sounds too mean, to be honest. You definitely can still legally live and work in Canada while in Implied Status and that is the reason for Implied Status.

No, My application Just processed at Feb 2017, and just finished my Medical check July 24, 2017. I still in normal time line. You are right about the employer, but you cant do anything to a university, when it comes to big institutes like that, they dont listen to you, just consider their counselor, she said because I'm changing my title from Post-Doc to Research associate so I have to wait till I get the permit physically......I have nothing to do but waiting, Unfortunately.

Yes, you and I are on the same boat, same AOR and same MR. However, CIC contacted me mid of Feb. to send them my CV.
Honestly, I have no idea what is going on and when we would receive our DM. The only thing I know is that my application got stuck at background check stage and the new deadline is end of September.
I have been in Canada since "2008" and got my Master's and PhD degrees and also worked as a postdoc and still am waiting for my permanent residence of Canada. I cannot even apply for jobs, as almost all of employers normally ask me about my status in Canada at first and my eligibility to work in Canada.
I got 8 month visitor permit starting from Jan. 2017, as I thought I probably would receive my PR by the end of July. However, due to the long processing time, I have lately extended my visitor permit 6 months more again.
I have not called CIC regarding my application yet. Do you think calling CIC would influence the processing time of our application?

This is weird to me. I believe you can work under implied status until you receive your work permit. It happened to me when I was doing my postdoc at university and HR and department gave me a permission to work in the lab under implied status.
