Yea that's what it's supposed to mean. They could finish it earlier though we have seen in so many cases.

SubhanAllah, an April 2017 applicant received DM (as seen on Facebook group). Like all the 2017 DM cases so far, the wife was the PA. Those sponsoring wives, have hope. Those sponsoring husbands, like me...be strong lol. Hope we all get our DMs soon inShaAllah

In NDVO 2017 apps started getting PPR before 2016 were finished. this was 2 months back before I got my ppr. It's not impossible. 2017 applicants will be processed quicker due to change in policy. Maybe they are assigned different visa officers. As holiday season has started,fewer staff will be available which is the reason of silence. Same happened last year as

Our ECAS started showing in-progress on the main page (from application received) on May 19 (the part where you click to get the 3 or 4 lines of updates). But the additional Line we started processing your application on May 31st was added on June 06.
