Yes mostly you will see this message but it can also be "next step to check background" either way whatever the wording maybe, whenever your BGC goes from NA to some change (for the very first time after AOR) it is IP1 stage (i.e Background in progress for the first time), after this change sometimes in few hours and sometimes in 1-11 days it changes back to NA.
This mostly happens after or immediately as you pass medicals, for certain candidates it may happen few days before medicals also, generally around medicals.

I am currently in Singapore and received the AOR on 26 June. But I am flying to Canada on 15 July and will receive an LMIA-based work permit at the airport (if nothing goes wrong). Will this change my application from outland to inland?

As long as your AOR is as an outland your application will go as outland till medicals and R10, am not sure afterwards.
For inland and outland processing times differ a bit, nothin much.
