Moh. Salem, there are multiple officers who are looking at one's application. I was surprised to see the number of offices, my file has transferred to in my GCMS notes (it is a 202 page document). So its not that simple.
Your file is probably approved if the CIC agent said so, it's just something administrative that's holding up your PPR. CIC has drastically slowed down this month, it's not just the delay in PPR requests but on other fronts as well like stamping of passports and there's zero CRS draws this month; seems like they are heavily backlogged.
Alright guys got my GCMS notes: The summary is given below:
Eligibility: Recommended Pass
Criminality : In progress (Needs final review from the second officer because of the RCMP request. Hence all those who are stuck in IP1, no need to worry as the file is to be reviewed by a second officer who is going to clear the criminality)
Medicals: Passed
Security: Not Started
Comment from CIO is "Ready to Finalize " from first officer.

I was going through my GCMS notes again (ordered them back in April) and noticed that my province of interest is listed as NL (which is the abbreviation for Newfoundland). In the agent notes, it has been called out that I have Ontario nomination and my province of interest is listed as NL. I have no idea about this province and I did NOT select it as my province of interest. I had selected "all provinces" as my province of interest.
I am guessing this is another bug in their website and have two questions for the members here:
1. Has anyone else seen this in their GCMS notes? What is the province of interest listed in your notes?
2. Should I be proactive and take any steps to get this corrected? If so, what steps can I possibly take?
