I believe your question reflects awareness that the CSR job is classified as skill level C (not eligilble). I am not certain what NOC the Security and Fraud Analyst position would be, but I'm guessing skill level A.
GENERALLY, the advice is that you go by the duties and responsibilities when selecting the NOC code, not the job title.
HOWEVER, given that your job title appears to be inappropriate for your duties, I have a couple of questions -
- what kind of work permit do you have?
- can you explain the discrepancy between your title and your duties?

Basically, I am working for Walmart Bank in a call center. Here, the CSR is a position for candidate with no work experience, however, security and fraud analyst position required some potential qualifications and analytic abilities.

I applied 5 times for my EE profile and they say I am "ineligible"

2016 June - to date work experience in Canada
NOC B - 4217 (religious work). Now I am working as a religious education worker.
CLB 6. I think NOC B minimum score is CLB 5.
exempt LMIA because charity and religious job is exempting from LMIA
I have over 1 year work experience in Canada,
why I am ineligible???

Is your job a regular like are you getting paid for your work?
And 2016 June - to date work experience in Canada, can not make 1 yr I guess.
Probably your work type and duration of work could trigger!!!

Yes I paid every month. But they don't ask me about paid.
I don't think my work type and duration is problem.
CIC states " 30hours a week. at least 12 month ... etc...
I also tried to make EE profile, starting date of my work as 2016 May,
but It's still ineligible.......
Wait for the next draw to receive an ITA if your points are above the cut off. By the time you can start collecting the documents you would need while submitting the application
