I got my Indian PCC from the consulate. It just took a day. Went there in the morning and got it in the evening. So check with your nearest consulate.

With CIC we don't know. What most of us do is to get our hopes up EVERY Wednesday and if a draw doesn't happen then we deflate and make our predictions till the next week comes along.....and the cycle continues.
