My Packet reached FBI on 14th October last year. But no Credit card charged yet.
Does anybody has any idea on this ?

As of January 21, the FBI had reached processing of packets received on September 30. It has since been six working days, so they are probably around October 6 right now. I would say give it another week before they reach your packet. Your credit card is not charged until they open your packet.

I sent mine in on November 7, and it was received November 13. I am still waiting for mine.
I do not yet know if I will be able to receive mine before the ITA deadline in March, but if I don't have it in hand by then, I will apply without it with a letter of explanation regardless.
10 Oct packages were being processed on 2-Feb! That's more than 16 weeks already! This is insane. My package was delivered to them on 3-Feb-2016! I am hoping that ill get the results delivered to US address by 7-Jun-2016. I am planning to submit my app by 10 Apr with the hope that CIC gives 2 month extension and I get the FBI PCC before 10-June so that I can upload it.

Make sure to wait till day 59 before you submit application and include FBI request documents along with explanation letter and screen shot of FBI website that says 13-15 weeks of wait.

Yes it is insane indeed.
However, CIC seem to be well aware of this situation and has allowed people time to submit their
letters later. I hope they just believe our LOEs.
I have a courier receipt and courier delivery log to show that the package reached their facility.
Also I will make a screenshot of the credit card charged statement if needed.
Stuck because of this. Sent another round of request with multiple prints. No professionals around these parts so did the prints ourselves. I hope FBI CJIS gets its act together soon. This guano about taking 16 weeks for simple background checks is making them look like clowns.
