Yeah, this isn't normal. You should've received the AOR by now. Please call IRCC and ask them to track your file. I'm Feb 20th and haven't received AOR. If I don't get it this week, I'll call them.

Feb 23 and AOR received at 6:40 PM on Mar 10

Haven't your AOR include information about next step - IRCC will review your application and contact you, you may take tests, ect ?

You may create your citizenship application tracker account.
In most of cases, it becomes available 2 days after AOR. If you try to create too earlier you may see an error message "Incorrect or invalid information."
So wait till Mar 12.

In my case, I received an email from IRCC 5 days after AOR. That email contains some information about IRCC tracker. I've already used the tracker though.
