I applied Refugee internally within Canada and get approved. I haven't put my common law partner in my initial refugee claim as she doesn't need refugee protection. However, I am planning to include my partner in my PR process(PR process for Protected Person). Can I do that way?

Common law partner means living together for more than 12 consecutive months so when i do initial Refugee Protection we are not included in it. I do refugee protection within Canada

Did you update your file after living together for a year and list yourself as common law and list your partner’s name in your asylum application before you received NOD?
However, PR Application under refugee Q3 General Application form, asks how many people will I be applying for PR. In application form guide, it states only the family members who seeks protection be included. Does it means, I cant?
