Lately eCoPRs have been delayed and it happened at least a week before the Canada-India political drama.
So I am hopeful that it won't have any bearing on issuing eCoPRs.

I am wondering does waiting for eCOPR mean the application has already been approved. If there is any change to my circumstance will this affect my application. I mean mostly changes to employment, not like getting married etc.

Thanks. I am not planning on changing anything. I am just wondering what if something happen and I lose my job etc. Although I am on a provincial nomination not bond to employer.

Yes, the application is approved. You don't get a portal invite otherwise. However, you need the eCOPR to get PR status in order to do anything. Until then, you're in limbo. It's not much different from waiting for a work permit, visitor record or other document to be mailed even though the application has been approved already.
