I would do this:
I would sit IELTS ASAP, just so my profile doesn’t freeze. Then I’d wait for the DIP, if the DIP comes sooner than IELTS results, then your score will only vary slightly (assuming your IELTS is lower than your previous one)
Take action and fight the stress with doing the IELTS ASAP.
Good luck
Thank you, can you tell me what is the minimum I should score on ielts. I am planning to give on 20 August and I won't be able to score 7 in writing, may be 6 or 6.5, rest modules I could manage. In worst case if I score 6 in all modules it shouldn't be a problem?

Lol, don't use phrases like "skin of your teeth". You've noticed the english ain't that good and top of that you're rubbing salt on his wound. Unfair guy
i would say it is not bad, my earlier score were l-9,r-9,s-7.5,w-7. since i only have one week left and i am not sure i could achieve that in short time. so i want to score minimum just to be in the system. thank you all for helping me out here.

In that case, I'd say believe in yourself. Go ahead with the test and try and do your best. A language is not a skill one loses easily just because it's been a while since some kind of an assessment like an IELTS test, especially if yours was that good to begin with. Good luck, Jas. I'm sure you'll make it past 7 this time as well.
