No, I applied thru Atlantic Immigration Program and there is no option in Webform to choose AIP as the only option to choose is Express Entry. Were there any delays for you in sending the confirmation of PR process and did you raise a webform and did they respond?
I have the similar timeline. Received second notice yesterday after waiting for 21 days. Today I called at IRCC and told them that this time I didn’t receive an auto reply. The agent told me to send it again, as receiving an auto reply is must. He advised me to send it again. Auto replay is an indication that the email is received by IRCC.

I have just raised IRCC webform today and informed them that I didn't receive any acknowledgement email after responding to Portal 1, awaiting their reply.

That is a good question. I guess your office is in Montreal, right?..
In your case, you don't have any proof of receipt on IRCC's behalf of your Portal 1 email. I would resend them a second reply and if nothing happens, I'd try to call IRCC and ask them about your case.
I have read several cases like yours, it would be good to know how they solved this inconvenience.
