My PR application has been dragging for 2 years so I requested for my GCMS notes.
This particular portion of the file jumped out at me:

"ELIGIBILITY ASSESSMENT: REVIEW REQUIRED After reviewing the information before me, I am not satisfied on balance of probabilities that the PA meets the eligibility requirements of the TR to PR Pathway public policy per IRPA A25.2. File referred for additional review. Details: PA did not work under a qualifying NOC. On schedule 3 NOCS 2121 and 2221 were listed."

I applied under the Essential Non-health care stream. I was working as a lab analyst at the time but I don't even know how I missed that my job wasn't under an eligible NOC. I think I was fixated on the current employment requirement .

My application has not been rejected yet and it's still under review but I'm not hopeful. Although the officer mentioned that they're are not satisfied with my eligibility, they've also been requesting more documents from me relating to travel history and criminality check. Should I withdraw the application and just start express entry now or should I wait till the review is over?

If you don't meet the basic criteria, then yes it makes sense to withdraw and apply under a different stream.

Would it be possible to start the express entry without withdrawing the current application? I'm not sure if I can have two PR application going at the same time.

You can apply to more than one PR program (any program that you are eligible for) but you can have only one Express Entry application at a time. You can leave the current TR2PR in play and still apply for EE.

Also, are you sure you do not qualify under the job duties of one of these NOCs?

3212 Medical laboratory technicians and pathologists’ assistants

Check out the job duties — if you think it’s reasonable, perhaps submit a letter of explanation that you were unsure at the time of application but upon further review you better understand that you should have listed one of these NOCs as a better fit. Just a thought, and assumes your employers letter is not contradictory.

No have to make another GCkey account. You can submit express entry in same account. Make a another GCkey account and then you will be able to submit application.

Don’t withdraw, you could be very close! Do as @Miss bee suggests.

Yes say it is still valid. You are on valid status until decision is made . There is no impact on your express entry application.

I applied for the extension because no decision had been made on my PR application and I wanted to have valid immigration documentation.
PGWPs cannot be extended, unless there is a temporary policy. Might be a problem because you applied when you were not qualified for the extension.

@legalfalcon @scylla your thoughts?
