When are you traveling? How long is layover? Have you ever applied for a Canadian visa of any type. You can submit and see what happens. It may take a few weeks to process.

There's an extremely good chance the visa will not be processed that quickly and as said above, your chances of approval may be quite low without job / property to show ties. You should book the flight that does not transit through Canada.
You should be applying for transit visas for all countries since you are travelling within the month. Don’t count on Canadian transit visa to be approved quickly.
Have you done extensive international travelling before? Going to Japan from the DR is not a typical first trip and I would raise huge red flags. Not only is it an expensive country to visit it is on the other side of the world. If you haven’t had significant travel history it will be assumed that you are trying to get into Canada via the transit visa. It is also very unlikely that it is cheaper to fly through Canada. Flying through the US is likely less expensive.
