Logically IRCC wouldn't move forward with test process until they got green light that the applicat is fully cleared , let say if the applicant's BG isn't clean they will not schedul them for test but there is different procedure must be taken before to insure the clearance of the background.
Most likely in your case let say 95% there is delay in the system for your BG to be reflected to completed especially in SCR office the slowest one
Not entirely accurate, it is circumstantial and differs from person to person working on the applications. My wife's background checks were marked completed on March 14th and she did not receive the Test.
There are definitely various other factors which affect the overall progress of the application.

I doubt it's Sysney still with your application. When you get a chance, can you please check email address that sent your test email invite. The email is a dead giveaway re processing office for example mine came from DNS SCR re Scarborough, ON
