I do not understand their reasoning for refusing him based on you now being in a different job classification than the one you had when you applied. You only needed to have been employed on the day you applied (in any job), and you must also have accumulated enough hours of work in an eligible NOC job during the required timeframe, and everyone has been eligible to change jobs after they applied as long as they had an open work permit, or 'maintained' status from an earlier one. Is there more explanation to their refusal? Perhaps I'm missing something? Did you ask for clarification on their decision?
Regardless, I would apply now for a visitors visa in the hope that he can get to Canada & wait with you here. And, if you decide to, find out more about why he was refused and challenge them based on the requirements in the "OWP under TR to PR" guidelines. If he gets to Canada & your PR has not yet been approved, he may be able to apply for a Spousal OWP (SOWP, but only from within Canada). But let's hope you also get PR soon!
as I mentioned in my post, IRCC doesn't accept scanned and merged files for the Schedule A online form.

It means, will you be travelling together (accompanying) or when you return to Canada will your Spouse arrive on a different date (non-accompanying)? what if we apply visitor but get response on tr to pr in the time? what next? i can reply to approval email stating spouse not inside canada and request a trv for him?

MY 6 years marriage anniversary marks on 30th January 2023. Finally meeting my Husband after 5 years. Gift of patience. Goodluck to everyone. Thank u . Applied by myself made hugh mustakes in all forms but took timely action by sending webforms of corrected forms and new job letter n paystubs . I did 2 jobs at time of application. Forgot to upload april may paystub. So i sent webform for that on 12th September, 2022. They accepted everything. Honesty integrity matters. Webforms helped me n also called ircc alot also helped.
Plz complete everything before u leave to ur respective countries including getting pr card.
My spouse owp got rejected on nov 19th,2022 under tr to pr pathway due to noc job ..fell into depression, lost hope faith, prayers helped me recover myself, but 1 call to ircc agent on dec 19th changed everything, everything passed that day so regained hope. Plz call ircc agent to get update on ur file as it helped me. Goodluck once again with heavy tears in eyes. Had to postpone many trips to india but once i get pr card i will go happily .contacted many consultants for applying PR, lost lot of money due to this as all were cunning n moneyminded. Atlast applied by myself with my husband support n achieved it. Beware of consultants who are moneyminded. U guys can apply urself. Save ur money.
