We have the exact same timeline and error. I submitted on the Jan 4th, Aor 19th and got tracker email Feb 1st.
I too am still unable to register. I called ircc and on their end it's all in progress. The person I spoke to advised I submit a technical issues webform which I have done, so just a waiting game at this point

Thank you.

Hi, I also submitted online application together for 2 adults on Jan 16th but I got an email for AOR only for myself and not my spouse.
The pdf clearly says it is an acknowledgement of receipt of my application. But when I login to the application portal, for both of us, it is saying no AOR has been sent yet! I am confused, is there a lag between the AOR email and webpage update?

If one applicant in the group receives AOR, all applicants will receive AOR. Ask your spouse to check spam and deleted e-mails directory for e-mails ending in "cic.gc.ca". If they don't find it, call IRCC to get application number and verify e-mail address so future communication is not compromised.
Make sure you use the tracker website (link in signature) after registering with application number and UCI (no dashes)... wait at least 48-72 hours for the tracker to sync with GCMS. If unable to register after a week, raise a webform under technical issues and attach all screenshots
