Yes you can but you run the risk of receiving copr while abroad. If you do you will have to apply for PRTD to re-enter canada. Some folks are saying the PRTD could take from 2 weeks to 2 months. So that's the risk.
This is the big misconception. For Inland applicants, You won’t get ECOPR while staying outside canada by law. You will be IN & OUT Canada with your current temporary status. IRCC will hold your ECOPR until you come back to Canada.

But in the case, to be sure of this hypothesis; you should NOT upload photo/address if you're travelling outside Canada right?
because after uploading them, you can receive ECOPR anytime after

If you are travelling soon then yes i would suggest you should not submit the photo. Just let IRCC know about this through the same email that you will be going outside canada & they will probably hold you Ecopr until you come back.

How about if you already received the Ecopr and you will travel abroad without PR card is legal?

Yes, you can travel outside canada without PR card but to come back, you need to have PRTD document which is basically for PR candidates who don’t have their PR card. You can apply it when you get to your country.

Oh okay thanks! How about if you already confirmed that you are in Canada and waiting for ECOPR but took too long and you already need to travel abroad. Is it still legal?
