It gets tricky then. As per my understanding you need to apply for PRTD document from your home country which could take upto 6-8 weeks. Also, I not sure is it really ok to leave the country after declaring that you are in Canada.

Correct. Do not leave until you have eCOPR. Once you have, you can go and apply for PRTD in India. Takes between 2-8 weeks they say.
We canceled trip over seas in November to prevent getting stuck outside Canada. Risky to travel until you have PR card in hand, in my view, given its impossible to get hold of IRCC and to expedite any applications these days.
Since so many are in this long waiting across regions like Calgary, MOntrial etc., can any one help if we have a method to report this Government, so that someone can give attention and look for directive action in resolving this?
I wish there was! This is not fair at all! I called IRCC and they said after this step there is not any thing they can do neither a time they can tell me to expect!

My feel is that since the annual quota for FSW + CEC is very small in 2022 compared to 2021, it got exhausted by September and applicants from October onwards are waiting. I read somewhere,like 55000 only in 2022 compared to the 110000 of 2021 ( and 2021 was only a CEC year and it was lighting fast). So this year 2023, total of 75000 are there. Now all the quotas are reset and eCOPR issuance resumed. We need to be patient for a month or so.
I have seen in this website (https://www.cbsa-asfc.gc.ca/travel-voyage/settle-setablir-eng.html) that confirmation of permanent residence can be issued toat the Peace bridge, rainbow bridge and Queenston-Lewiston bridge to who currently reside in Canada. I do not know what is the process of CoPR issued at these places for persons who reside in Canada.
This is not correct. a COPR is not a travel document, it says so on the front of the document. To travel you will need a PR visa issued at a foreign visa office. In this case, he declared he was in Canada, so no visa would be issued with the COPR. Hence they can't return on just the COPR, they will need the PRTD which could take up to 8 weeks.
